In January 1937, the CPC Central Committee decided to establish the Central Party Newspaper Committee. The committee consists of Zhang Wentian, Kai Feng, and Zhou Enlai. Mao Zedong and Zhang Wentian often wrote and revised editorials, news, and articles for newspapers. From November 25, 1935, which was re-published and continued to be published, the Red China Daily was changed to the New China Daily on January 29, 1937. On February 7, 1939, the "New China News" was officially changed to the newspaper of the CPC Central Committee. The newspaper's editorial stated that "New China Newspaper" is one of the organ newspapers of the CPC Central Committee and the mouthpiece of the Shaanxi-Gansu-Ningxia Border District Government. In February 1940, when Mao Zedong commemorated the first anniversary of the new issue of the "New China Newspaper", Mao Zedong pointed out that "New China Newspaper" was the best newspaper in the country.
On March 25, 1940, at the initiative of Mao Zedong, the Border District Government set up the Border District Mass News (sponsored by the Public Reading Agency) with the grassroots rural cadres and peasants as the main readers. Mao Zedong wrote the header. The Border District Mass News published two editions of lithographs, published one issue every ten days, and then changed to four editions of four printed editions, one issue per week. Because the content of the newspaper was easy to understand and the masses of the people liked it, the circulation of the newspaper in the Shaanxi-Gansu-Ningxia Border Region with only 1.5 million people soon reached 10,000 copies.
On May 16, 1941, the "Liberation Daily" was formally published and published, and Mao Zedong wrote the registration and publication words for the newspaper. The launching statement emphasized the CPC ’s consistent policy of anti-Japanese national united front and clearly stated that the mission of Jiefang Daily was to resolutely implement the CPC ’s general line of “unifying the people across the country to defeat Japanese imperialism”, and put forward “unity, unity, unity, this is Our weapon is our slogan. " After its publication and publication, the content of the newspaper has had a great impact on the anti-Japanese base areas, the Kuomintang ruled areas and even the occupied areas, and its content has even been reprinted by foreign media.
Beginning in 1941, due to the blockade of the Japanese and the Kuomintang die-hards, the supply of paper was difficult. On September 16, 1941, the "Liberation Daily" was changed from 4 to 4 editions, with 7000 copies initially printed. Due to the concerns of Mao Zedong and others, the circulation of the newspaper soon increased to about 10,000 copies.
